El locale -aresultado sugiere que no tiene habilitadas las configuraciones regionales utf-8. Intenta correr:

sudo locale-gen en_US.UTF-8
export LANG=en_US.UTF-8

Mirando más de cerca está disponible C.UTF-8, puede intentar cambiar solo a eso:
