Cuando ejecuto hcitool scan
el shell se muestra Scanning...
durante ~ 10 segundos pero no muestra ningún resultado.
Igual por sudo hcitool scan
(Tengo un teléfono Android y una PC cerca con Bluetooth activado y configurado en visible)
(Funcionó la primera vez; no cambié nada desde entonces)

Corrí hcidump --raw
y la herramienta de escaneo encontró todos los dispositivos bluetooth cercanos. Aquí está el volcado (escaneé dos veces):
